Killeen Plans For Rapid Growth

The City of Killeen has experienced rapid growth over the past two decades in excess of 30 percent per decade. While growth is desirable, the increase in population consumes excess capacity in the water and wastewater systems. To facilitate the expansion of these facilities to meet the growing demands, the City of Killeen authorized the preparation of a Water and Sewer Master Plan in 1997. Due to continued growth in the City and the anticipation of a regional airport, the City authorized an update to the Master Plan in 2000.

The purpose of the master plan was to identify the changing needs of the water and wastewater utility systems and to recommend updates to the Capital Improvement Program (CIP) to satisfy these needs over the next 50 years. Master Plan 2000 is intended to bring the City into full compliance with applicable TNRCC rules and regulations.

The potable water portions of Master Plan 2000 include an examination of the raw water resources of the City, the treatment plant capacity available to the City, the pumping capacity of the City, storage capacity, and a model of the distribution system based on growth projections. Master Plan 2000 also provides costing and timing for the improvements required to provide a safe and reliable water system.

The wastewater portions of Master Plan 2000 includes an examination of the treatment plant capacity available to the City, the lift station capacity in relation to the flow requirements, and a model of the major interceptors of the City. Master Plan 2000 also provides a costing and timing of the improvements required to provide a collection system capable of transporting wastewater to the treatment facilities without overflows.

The critical component in the year 2000 for the water distribution system is booster pumping capacity. The total system was stretched to 86 percent of its capacity while Pump Station #4 operated at 97 percent capacity on several occasions during the summer of 2000. It is recommended that the stations do not exceed 75 percent of capacity under normal peak flow conditions.

The wastewater collection system has undergone an intensive expansion program over the past 5 years. Capacity in the system has been significantly increased over that period. Three priority wastewater projects that the City is currently undertaking include:

- Expansion of Lift Station #6 and related force main
- Extension of Southwest Interceptor to serve new airport
- Continued I/I projects to reduce levels of I/I

Proposed improvements for 2001 include 11 new projects totaling $8.5 Million. Additional projects have been identified and prioritized through 2025.
