 City of Waco Comprehensive Plan 2000

The City of Waco works hard to make great strides in planning for future growth and needs in the community and surrounding areas. The Wallace Group has been a key element in this effort. During the past few years, we have worked closely with the City of Waco to outline the existing infrastructure and future growth needs required by the City. We analyzed and made recommendations concerning:

- Water Supply;
- Water Treatment and Distribution;
- Wastewater Treatment;
- Wastewater Collection;
- Stormwater;
- Urban Expansion;
- Development Standards; and
- ETJ standards.

This analysis was part of the 'Comprehensive Plan 2000,' a study performed by Dunkin, Sefko & Associates, Inc. and presented to Waco earlier this year. Relative to this proposal, analysis and planning of the Waco Water System was performed.

The Wallace Group analyzed both the raw water supply and raw water quality. In doing so, we are very familiar with the Brazos 'G' Regional Planning Area (Region G) Draft Report which was presented to the Texas Water Development Board in accordance with Senate Bill 1 (SB1). In as such, we understand the basis for their 'numbers' and assumptions. If the population predictions made in the Region B Draft Report, and conservation does not occur as predicted, then Waco will use over 50 percent of the additional water acquired by raising Lake Waco the proposed 7 feet, assuming that the surrounding areas are served by the City.

In addressing Raw Water Quality, Bob Wallace, P.E. was able to provide technical analysis and facts concerning the Concentrated Animal Feeding Operations (CAFOS) which are located upstream of Lake Waco. These CAFO'S have played a large part in diminishing the quality of water in the City of Waco and the ability to properly treat the water for taste and odor. The Comprehensive Plan also addresses raw water quality related to perchlorates and on-site sewage facilities (OSSF).

The City of Waco has an intake structure near the dam in Lake Waco. This intake structure provides water to both the Riverside WTP and the Mt. Carmel WTP. The Wallace Group is very familiar with the history of these plants, the treatment processes they are currently using, and their current efforts to effectively treat taste and odor problems.

The Plan also described the current five pressure plans in-depth. Identification and recommendations were made concerning specific problem areas, including (1) providing enough water to the Fourth Pressure Plane (2) maintaining water pressure during peak periods in the F.M. 185 Elevated Tank, (3) service to the area in and around Aviation Parkway and TSTC, and (4) service to the I-35/Loop 340 area.
