Work Order 8800 The Subtitle D Landfill Regulation, which was implemented by the Texas Natural Resource Conservation Commission, caused the City of Waco to rethink its landfill development methods and its solid waste management. Prior to Subtitle D, Waco’s Permit enabled it to use all on-site materials for the landfill liner and a sequencing plan composed of numerous small cells. Subtitle D changed this by requiring landfills to use special liners and leachate collection systems in an effort to protect ground and surface water and air quality.
The Wallace Group was retained to prepare a permit modification that would increase the size of the individual cells, reduce construction cost, and increase operational efficiency. Further, we were successful in securing the approval for an alternative synthetic liner design to be used in place of TCEQ’s standard liner specification (a 2-foot clay liner), saving the City of Waco 25-30% in the cost of the liner. The Wallace Group has also been successful in assisting the City with new operational procedures which have helped to increase the life of the landfill by increasing the densification of the waste. The Master Plan calls for 8 cells with the total life of the landfill lasting 34 years. To date, The Wallace Group has designed 3 of these cells. |
