In April 1999, the Texas Department of Natural Resources Conservation Commission (TNRCC) and the Environmental Protection Agency (EPA) found the City of Gatesville to be significantly out of compliance for the city’s Leon River Wastewater Treatment Plant. The city was sited by both the EPA and the TRNCC for not meeting the effluency requirements mandated by their agencies.
In May of 1999, the City of Gatesville contracted with the Wallace Group to use the Design-Build concept to bring the plant within the agencies regulations. The total cost of improvements for the 1.0 MGD plant, including engineering and construction fees, was 2.4 million dollars.
The new wastewater treatment plant, with a 10/15/3/4 effluent requirement, required the construction of a primary lift station, chlorine contact rehabilitation chamber, lab building renovation and demolition. Other items in the scope of work included: belt press, clarifier, drum screen, extended aeration basin, and non-potable water system (NPW).
By using the design-build concept, The Wallace Group was able to put the City’s new wastewater treatment process on-line by February 2000, 9 months after the design project was initiated. By March of 2000 the Leon River Wastewater Treatment Plant was completed and has been in full compliance with both agencies.
