Update: The City of Waco's Mt. Carmel Water Treatment Plant had 4 filters go online in the past two weeks. The filters increase the City of Waco's water production capability to 16 million gallons per day. The Waco and Dallas staff is diligently working on the next phase of this project.

Background: The City of Waco selected The Wallace Group – CH2MHill – Malcolm Pirnie team for expansion and improvement of the city’s water infrastructure in the Fall of 2003. This extensive project will simultaneously increase capacity, alleviate growing taste and odor issues in finished water with the use of Dissolved Air Flotation (DAF), and meet emerging water quality regulations.

Phase 1: Construction is beginning on the reconstruction of 16 filters at Mt. Carmel Water Treatment Plant. The design of a 90 mgd water pump station was a part of this phase.

Phase 2: With approved contracts from the City of Waco, The Wallace Group Team is ready to design the first Dissolved Air Flotation Water Treatment Plant in the state of Texas. The total project budget for the year is $23,000,000.00.

Phase 2 is broken down into three separate phases. They include:

  • Construction Administration Services for Phase 1
    Construction Administration will include the review of one hundred sixty six submittals. The construction period is expected to last 19 months. A construction manager and field inspector will be provided for an average of 40 hours per week during the first 200 working days and 20 hours per week during the remaining construction period.
  • Design of the DAF Facility and Clarified Water Pump Station
    Design services will include the DAF facilities located at Lake Waco, the clarified water clearwell and pump station located at Lake Waco, and the high service pump station improvements at Mount Carmel WTP. Three workshops with the City of Waco will be held for each phase of design following each submittal. The design work on this phase will last 30 weeks and will be completed in calendar year 2005.
  • Design of the Mount Carmel High Service Pump Station
    This phase will include the design of vertical turbine pumps installed at grade on a slab. Design work will last 20 weeks and will be completed in 2005.

An updated cost estimate will be provided at each workshop. Each submittal to the City of Waco will be internally reviewed by Senior Consultants on the project team. The submittals will include schematic design documents (30%), design development documents (60%), and preliminary construction documents (90%). A monthly status report will be prepared for the City of Waco. This report will include a brief summary of total progress to date, status of budgets and schedules, and any proposed changes to the work.
