The Waco City Council voted in April to contract with The Wallace Group to study Waco's drainage problems. The council voted unanimously to commission the study.
Our task at hand is to create Waco's first drainage master plan since 1960. The Wallace Group, together with PBS&J, will study all major waterways and drainage structures and recommend what could be millions of dollars in drainage projects. It will create a computer model that can predict how development will affect flooding. In addition, we will assist in creating a Storm Water Utility.
The 1960 drainage master plan was an excellent plan in its time, but it only dealt with the Waco Creek watershed. The new Storm Water Master Plan will address all creeks and rivers in Waco.
New technologies allow engineers to develop a much more sophisticated master plan, with better understanding of the impact of development on drainage, and engineering philosophies have evolved to be more environmentally sensitive.
