Design Of New Pressure Plane Meets The Needs Of Killeen's Robert Gray Joint-Use Airport
The Robert Gray Joint-Use Airport is becoming a reality and the City of Killeen was faced with extending water to serve the airport, the new airport industrial park, and the newly annexed area along Clear Creek Road. The City’s high-pressure plane, which was served by the McMillan Mountain ground storage tank, was not high enough in elevation to provide the required pressure to this area. The City engaged the services of the Wallace Group to design the necessary infrastructure to solve this problem.
The City of Killeen Water and Wastewater Master Plan 2000 proposed the addition of another pressure plane to solve this problem. The City was also under agreement with TxDOT to have the waterlines installed and out of harms way for the construction of improvements to Clear Creek and Reeses Creek Roads by early summer of 2002. This required the pump station to be complete with a temporary pressure tank to provide water at the required pressure to the new pressure plane. The transfer of the CCN area from West Bell Water Supply to the City’s CCN had to occur prior to this date as well. The City signed the contracts for design services on March 7, 2001. A contract amendment was added on August 8, 2001 to add the design of a 6-inch gas pipeline to supply natural gas to the airport industrial park. A second contract amendment was signed on December 18, 2001 to complete the application to the TNRCC for acquisition of the CCN area from West Bell Water Supply Corporation.

- March 31, 2001: Plans delivered to the City of Killeen for Construction of Clear Creek Estates Pressure Plane Isolation Loop
- November 5, 2001: Bids opened for the Airport Pressure Plane Pump Station
- November 19, 2001: Bids opened for the Airport Pressure Plane Elevated Storage Tank
- November 19, 2001: Bids opened for the 16-inch Airport Water Line and 6-inch Gas Line
- June 2002:
- TxDOT construction of roadway improvements is underway
- Pressure Plane Isolation Loop has been completed by the developer
- Airport Pressure Plane Pump Station is complete
- Airport Pressure Plane Elevated Storage Tank is ~60% complete and awaiting delivery of the fabricated steel
- 16-inch Airport Waterline is in the ground and City of Killeen water meters are installed following transfer of the CCN area from West Bell Water Supply Corporation to the City of Killeen
